What began as a relationship solely based on developing our Affirmative Action Plan has evolved into a lifeline of resources. Vigilant has saved our company in so many ways it is difficult to convert into dollars.

WE'RE IN THIS TOGETHER

It was a great idea back then. And it's an even better idea now. In 1960 a group of companies had the concept of creating a shared resource of labor relations professionals, HR specialists, and safety consultants to advise them all on the already-complex issues of employing people. So Timber Operators Council, later to become TOC Management Services, was born.

By joining TOC employers could, for a low, predictable monthly fee, have as much expert employee relations advice and guidance in employment law as they needed-unlimited access to help, day or night. It was like each company having its own in-house counsel.

THE CONCEPT EXPANDED

The concept worked, saving employers millions of dollars over the half century of our existence. It worked so well, in fact, that the model has since been applied to employers across a wide variety of industries. Today we serve several hundred companies, large and small, from almost every sector of the economy.

Over the years, as more laws were enacted, and as employing people in Washington, Oregon, California, Idaho and Montana became more complex, TOC's service expanded. We've added employment law attorneys, employee relations specialists, safety experts and affirmative action plan specialists.

We also offer group health benefits and hands-on help with Washington State Workers' Compensation.

And, we've always been there advocating for employers' issues at regulatory hearings and other public forums.

WE'VE ALWAYS BEEN VIGILANT

Operating as TOC for half a century, we've always been vigilant. So, to commemorate the start of the next fifty years, we've decided to formally change our name to reflect what we've always been: Vigilant Counsel for Employers.

As society continues to evolve, as the economy changes, and as new laws are enacted, Vigilant is right there, together with you.
